Great question.
Right now, the best place to get access to the doxygen docs is to
generate them yourself when you build it from source.
Not to deter you from your original intent too much (as I'm always
glad to have someone else start learning Asterisk at a source code
level), but if your purpose is to try to build a user facing telephony
application, you should probably start with some of the higher level
language abstract programming interfaces such as ARI or AMI/AGI. If
you find that those interfaces don't provide for your application
needs, that is a good point to start looking into developing at an
Asterisk source code level.

Was migrated to another domain?
It hasn't been migrated and is on Matt Fredrickson's list to look at. Even before now it was not updated in quite a few years. If you need it immediately then it can be locally generated using the "make progdocs" target.
